Invidual farms producing surplus, Paarl is a very productive ag world. With very little on-planet manufacturing and no large corporations, the society has settled into an agregarian means of production.

Rainforest summer world. With an ecetrinic orbit and two close stars, Hughes has a summer lasting 75% of its year. Atmosphere is tainted by silicates (fine dusts) leading to constant rainfall, keeping the humidity high, and making food growth difficult.
The starport and highport were built for prospectors before discovering that the forest grows over any mining sites too fast. The starport infrastructure remains but barely. The remaining population lives in the starport town.
Being a backwaters without much natural resources, Hughes is often used as a hideout or place to lay low.

As the tubes can potentially refill during rotation, detection and quick mobilization lead to a nomadic existance with bitter fights over resources.
